Un étranger qui n’exerce plus d’activité lucrative peut être admis aux conditions suivantes:
a. il a l’âge minimum fixé par le Conseil fédéral; b. il a des liens personnels particuliers avec la Suisse; c. il dispose des moyens financiers nécessaires.
